International Driving Permit: what to check before travelling

An International Driving Permit (IDP) is a travel document used alongside a valid national driving licence. Whether you need one depends on where you are travelling, your licence and the vehicle or rental company involved.

1. An IDP does not replace your driving licence

An International Driving Permit is normally a standardised translation document. It is used together with—not instead of—your valid German driving licence. It does not create a new entitlement to drive a vehicle, extend an expired licence or remove the need to meet local driving rules.

For that reason, carry the original licence, your IDP where required, identity documents and any rental agreement. A photocopy or a photo on a phone may not be accepted by an authority, police officer or vehicle hire company.

2. Check the destination country before you apply

Do not assume that an IDP is needed everywhere outside Germany or that it is accepted everywhere in the same way. Requirements can depend on the destination, how long you will stay, the licence issuing country, the type of vehicle and whether you are driving privately or for work.

Start with the destination country’s official embassy, transport authority or consular information. Then check the rental company’s conditions if you will hire a car. A rental business can set document requirements that are stricter than a general visitor rule.

If your journey crosses borders, review each destination rather than relying on the rule for the first country on your itinerary. Drivers should also check minimum age, insurance, road tolls, winter equipment and local traffic requirements.

3. Applying for an International Driving Permit in Germany

In Germany, the responsible driving-licence authority (Führerscheinstelle) handles the application. Procedures, appointment systems and documents can vary by municipality, so use the authority responsible for your registered residence and its current instructions.

Typically, the authority will ask you to prove your identity and present a valid driving licence. A current biometric photograph and a fee may also be required. Check the authority’s page before booking: some offices require an appointment, some list a particular permit format for the destination, and processing arrangements differ locally.

Do not leave the request until the day you fly. Build in time for an appointment and for correcting any missing document. If you hold a foreign licence or have a pending licence exchange, clarify your position with the authority before making travel plans around an IDP.

4. Use the permit carefully while abroad

Keep the IDP with the original licence. If the national licence becomes invalid, lost or suspended, the accompanying permit does not solve that problem. Comply with the local rules on vehicle category, alcohol limits, mobile-phone use, parking, child seats and insurance.

An IDP also does not guarantee that a particular vehicle can be rented or driven. For motorcycles, campers, trailers, vans and commercial vehicles, ask the rental company and insurer about the exact category before you commit to a booking.

5. Simple checklist before departure

  • Confirm the rule with the official destination source.
  • Check the validity and categories on your German licence.
  • Ask the rental company which original documents it accepts.
  • Apply with your local driving-licence authority in good time.
  • Carry the original licence, IDP if required, passport and insurance information.
  • Review local road, equipment and winter-driving rules.

For the legal basis and a local application route, use the official services of your municipality and the Federal Portal’s information on International Driving Permits. Requirements can change, so confirm them shortly before travelling.
