Exchanging an old driving licence in Germany

The mandatory exchange of older German driving-licence documents is different from exchanging a foreign licence. The task is usually to replace an older paper or card document with the current card format. The applicable deadline depends on the document type and the information printed on it.

1. Identify the document before searching for a deadline

Start with the physical document. Older paper licences and older card licences are treated differently in the official exchange timetable. Do not rely only on the year in which you passed your test, because the date relevant to the document can be different. Record the date of issue, the document format and the name of the issuing authority.

The mandatory exchange concerns the document format. It should not be confused with renewing a time-limited professional category, applying for a replacement after loss, or exchanging a foreign licence. If one of those situations applies, ask the authority for the correct service before booking an appointment.

2. Find the deadline in the official timetable

Germany’s official timetable distinguishes old paper licences from card licences. Depending on the document, the relevant criterion can be the holder’s year of birth or the document’s issue year. Read the entire table, including notes and transitional provisions, instead of using an undated social-media graphic or an old blog post.

If your document details are unclear, ask the local driving-licence authority to identify the correct deadline. Note the date of the answer and the service name used by the authority. A written confirmation is more useful than an assumption, especially if you expect to travel or require the document for work.

3. Prepare the authority appointment

Check the authority’s current checklist before collecting documents. It commonly explains the required identification, the existing licence and the required photograph. When a licence was originally issued by another authority, additional register information may be needed. The local authority can tell you whether an online application, postal option or personal appointment is available.

Take only the required originals and keep copies of appointment and payment confirmations. Confirm the photo requirements in advance. If your name has changed, ask which connecting documents are needed. Do not submit document photos to unverified intermediaries merely to obtain an appointment.

4. Check the new card when it arrives

Review the name, date of birth, licence categories, restrictions and key numbers on the new card as soon as you receive it. An administrative exchange should not be treated as proof that every category was copied correctly. If you see an error or cannot understand an entry, contact the issuing authority promptly and keep the related correspondence together.

For some classes, the period of validity printed on the card and the entitlement to drive particular categories are separate issues. Ask the authority to explain any date or key number you do not understand rather than relying on an internet interpretation.

5. Plan travel and driving separately from processing

An application receipt is not automatically accepted as a driving document everywhere. If you are planning a trip, hiring a car or driving across a border, ask in advance which original document or official proof is required by the destination and the rental company. A temporary document recognised locally may not be recognised elsewhere.

Apply early enough that you are not dependent on an estimated processing time. Keep your old document only as instructed by the authority, and check the collection or delivery procedure. For a foreign licence issue, use the separate foreign licence exchange guide.
